Advertising on the internet is great, but sometimes expensive even with a budget. What percentage of your income should be set for online advertising?

I am starting up a handyman style business and I also do some interior design / kitchen planning. What is the best form of free or minimal cost advertising.

I’m moving to Guam in a few months and I currently am working in advertising in NY – this is a HUGE move and I was hoping that finding a job in the same industry’s going to make my relocation a lot better. Can anyone recommend ad agencies in the island?
